Tattoo and piercing help?

Is there any places in Sacramento, California area I'm willing to go about a half hour drive anywhere to get piercings and/or tattoos without parent consent. I'm 14 too. Is there any cheap places I could go to get tattoos and piercings cheap and no parent consent. I don't need lectures on "how this is a mistake and that ****" I just want straightforward answers. Appreciate it. Thx. Also I'm doing this cuz I live with my mom and she needs to be in a mental ward of a hospital for being mental and I want it I don't care what other people think.
