Do i have to be physcially present ( in california)to obtain permission from court 2 recieve identifying info?

I was adopted privately. I have already reicieved non-identifying info about my birth mother and family. I want to try to recieve Identifying info. What sacramento sent me says I can attempt to obtain a copy of my original birth certificate and court documents by filing a petition. It is up to the discretion of the judge whether any documents will be released to me. Do I have to be physically in california to do this? I live in Georgia now.
