I am looking for a place to take my little brother panfishing within driving distance of Sacramento, CA?

Clear Lake and Lake Berryessa are both abundantly supplied with panfish, especially bluegill and crappie and there are always the bonus fish of big catfish and bass to be found there as well. You should have NO trouble finding good fishing at either of these popular lakes in north-central California. Good luck and have fun!
