It could be anything, but I would fork over the cash and visit a doctor right away just to be safe. I see you had a hemorrhoid problem, it still sounds like this is something you could be dealing with. Also, over wiping can cause rectal bleeds. You say you have left over fecal matter after you wipe, so I imagine you're probably wiping a little to hard or to much to try and alleviate that problem. Try using a wet nap or diaper wipe instead of the dry paper and see if this helps with the bleeding. If it still persists, visit a doctor. Take care.
